Today, the European Parliament officially adopted the Berendsen report, an own-initiative report on “building a comprehensive European Port Strategy” (585 in favour, 21 against, 26 abstentions).

The European Sea Ports Organisation (ESPO) highly welcomes Parliament’s recognition of and support for the strategic and vital role that Europe’s ports play for European society and economy. The voted text also demonstrates a good understanding of the challenges ports are facing and the high investment needs ports have to be able to play the more comprehensive and critical role they have nowadays.

On top of being the Union’s gateways to the world, logistic nodes and industrial clusters, Europe’s ports are hubs of energy. As has been demonstrated over the last two years, ports play a critical role in ensuring Europe’s energy security and are at the same time facilitators, and even accelerators of the energy transition. Ports need large public and private investments to take on all these responsibilities and to continue to develop.

In today’s geo-economic and geopolitical context, it is clear that the strategic role of ports is gaining in importance. Europe needs strong ports and solid supply chains at its core. ESPO therefore supports the Parliament’s plea to further harmonise the measures to strengthen the resilience and protection of Europe’s critical infrastructure, including ports. Ports look forward in that respect to the proposal to review the current Foreign Direct Investment Regulation, which is due to be released next week. For ESPO, this review should oblige all EU Member States to implement a foreign direct investment screening system and carry out screenings in a more harmonised manner. This must enhance the necessary level playing field within Europe, and contribute to more legal certainty for potential investors aiming to invest in European ports. ESPO highly welcomes that the report underlines the importance of a more stable investment climate and predictability in investment assessments.

ESPO further welcomes Parliament’s focus on putting the competitiveness of Europe’s ports to the forefront, which comes with some important messages. The Parliament is asking for support for the role of ports in the energy transition, in particular in terms of developing hydrogen infrastructure in ports as well as speeding up the permitting procedures. It further calls for avoiding carbon and business leakage, avoiding excessive administrative burden, boosting of hinterland connections to and from ports, as well as for providing dedicated port envelopes under the Connecting Europe Facility.

Overall, ESPO believes that this report should pave the way for an approach ensuring a fair balance between strengthening Europe’s security and competitiveness on the one hand and safeguarding an open trade and attractive investment environment and the resilience of strong supply chains that are vital for Europe’s society and economy on the other.

Isabelle Ryckbost, ESPO Secretary General: “This Parliament report is a strong document. It comes at a right time. Ports in Europe are in transition. Both in their traditional role as gateways to trade and hubs in the supply chains, as well as in their new roles as enablers of Europe’s important transitions, ports are playing an increasingly strategic and critical role. This can only be sustainable if there is a supporting policy in place that is stable, provides certainty and supports ports in remaining competitive, including towards ports outside Europe. For us, supporting and enabling ports to maintain their important role, to prepare and ‘build’ for their new roles in achieving Europe’s ambitions is the best possible port strategy.”

ESPO finally stresses the importance of implementation of the legislation that has been put in place over the last years. Ports in Europe have been working with many new (European) legislative initiatives, specifically since 2017, ranging from the Port Services Regulation and the revised General Block Exemption Regulation, to the Foreign Direct Investment Regulation, the Distortive Foreign Subsidies Regulation, the Network and Information Security Directive, the Critical Entities Regulation and the relevant pillars of the Fit for 55 Package. For ESPO, it is now important to see that these rules are being adequately implemented, progress is being made in reaching the ambitions, before launching reviews and taking additional measures. There is no time to lose.

Following the serious attacks on ships, mainly – but not only – container ships, in the Red Sea by the Houthi movement, shipping lines decided to redirect their ships around the Cape of Good Hope in order to avoid the operators risks of attacks to both vessel and crew. With these attacks the rebels are seriously hampering the traffic through the Suez Canal which is a strategic waterway and the fastest shipping route between Asia and Europe. The rerouting adds another 3,000-3,500 nautical miles (6,000km) to this route and can make the voyage Asia- Europe 8 to 15 days longer, depending on the shipping segment.

The European Sea Ports Organisation (ESPO) fully shares the safety concerns of the shipping lines and the need to protect the crews and avoid any risk of attack on vessels. Europe’s ports underline their strong concerns about this escalating situation, which is also causing important disruptions in the supply chain and risks to hamper the just in time deliveries to certain industries in the short run. Ports moreover see container rates going up steeply, and reaching again the extreme high rates that were being applied by shipping lines during COVID.

“The situation in the Red Sea jeopardises the passage through the Suez Canal, which is the main maritime artery connecting Asia and Europe. This crisis is once again creating major supply chain disruptions, and is adding an element of uncertainty to an already very difficult geo-economic and geopolitical environment. The longer routes, and possible re-organisation of calls in Europe will be impacting ports, which have to adapt and be flexible in view of keeping the supply chains going. In the case of the Ever Given, we were faced with an unfortunate accident and the solution depended on technical and operational expertise. Now, we are facing a geopolitical hindrance of a major commercial trading route, which makes it more difficult and unpredictable to solve.”, says Zeno D’Agostino, chair of ESPO.

On 18 December, Parliament and Council reached a deal on the review of the TEN-T Regulation, setting the requirements for all transport nodes and modes being part of the TEN-T network. The new Regulation revises the original Regulation of 2013 which for the first time identified ports as nodes in the network.

The European Sea Ports Organisation (ESPO) strongly supports the co-legislators’ decision to include energy ports in Europe’s transport network (TEN-T).

In accordance with the reached agreement and ESPO’s long-standing plea, a port’s position in the TEN-T network will now be assessed not only on the basis of tonnage, but also on its contribution to the energy transition.

European ports play a crucial role in Europe’s energy transition and security of energy supply. They build and strengthen the supply chains for the new energy landscape. Substantial efforts and investments are needed, as the new sources of energy come with specific transport needs, infrastructure, connectivities, storage and new supply chains. Ports cater to these new realities and adapt and expand their infrastructures and processes accordingly. It is fundamental that European legislation does the same and supports ports in their endeavours to generate high added value for Europe’s society.

“Even if volumes and tonnes remain an important indicator for ports as hubs in the logistic chain, it is not anymore the only indicator of performance. The decision to include ports that play an important role in the supply of energy in the TEN-T network is a huge step forward. It shows that the legislators recognise that energy is an important commodity and ports are key in ensuring both Europe’s energy security and energy transition. This energy role cannot always be counted in tonnes”, says ESPO’s Secretary General Isabelle Ryckbost.

It is now up to the Commission and Member States to put the new rules into practice and make sure to grant TEN-T status to those ports that comply with the new Regulation’s energy criterium (in Article 24).

The deal also foresees more ambitious rail requirements, including for port rail networks. Ports welcome the strengthening of and focus on strong rail connections, yet port rail networks can be very complex and are governed differently in the various ports. When implementing the new rail requirements in a port context, the respective Member States and the Commission should take well account of the specificities of the respective port.

As the final text of the agreed Regulation is still not publicly available, ESPO looks highly forward to the publication of the final text. ESPO would like to thank the European Parliament, Council and Commission for all their efforts in bringing the TEN-T Regulation and policy in line with today’s realities and challenges.

It is important to note that ESPO is preparing an update of its 2018 Port Investment study in view of identifying the infrastructure investment needs of European ports, both in terms of categories of investments and investments amounts. The updated study will be released during the TEN-T Days, taking place on 2 – 5 April in Brussels.

The Management of PPA S.A. welcomed COSTA Deliziosa, the first cruise ship to arrive at the port of Piraeus in the new year, through a special ceremony with exchange of plaques and Christmas treats for all passengers, during their arrival at the Cruise terminal.

The cruise ship COSTA Deliziosa, arrived from Izmir with 2,500 passengers and according to its schedule, continues its trip to Dubrovnik and Italy. COSTA liners’ cruise ships are operating in the port of Piraeus throughout the whole year, having performed 16 calls in 2023, while in 2024, 22 calls are expected based on the pre-bookings data.

It is worth noting that according to preliminary figures, historical records were achieved for cruise passengers, both in total number of passengers, with approximately 1.5 million passengers, compared to 880,000 ones in 2022, as well as in homeport passengers with approximately 800,000 passengers, compared to 380,000 ones in 2022. The number of cruise ships served was 760 and 525 of them were homeport.

In addition, based on the pre-bookings data, the cruise industry at the port of Piraeus sees a momentum also this year, since pre-bookings have been made for 1042 arrivals, with a big increase and an expected new record in homeport arrivals (approximately 800 calls).

PPA’s Chairman Mr. Yu Zenggang welcomes the excellent course of the cruise business at the Port of Piraeus, by highlighting the fact that continuing the dynamic path of the cruise industry is a vital component of PPA’s strategy since it constitutes a beneficial activity for many stakeholders, but mainly for the local community, the neighboring municipalities, the Attica region and also the country overall.

About PPA S.A.
Piraeus Port Authority SA is an Athens Stock Exchange listed company engaged in the management and operation of Piraeus port, Greece’s largest port and one of the largest integrated harbours in Europe, providing a complete range of services.
13 December 2023. A conference on ship electrification was held at the Port of Piraeus with great success and significant attendance. The conference, titled “Ship Electrification at the Port of Piraeus – Prospects and Challenges,” took place at the conference hall of the Piraeus Port Authority.

The conference was part of the efforts towards the energy transition of the Piraeus port infrastructure and the adaptation of its port operations to the requirements set forth by the Green Deal and the EU’s “Fit for 55” package. The Piraeus Port Authority, through two EU co-funded projects, CIPORT and EALING, has already taken relevant actions by completing all technical studies for five ship electrification positions in coastal shipping and four ship electrification positions in the cruise sector. Currently, the construction of these projects is underway.

The conference commenced with an opening speech by Mr. Panagiotis Tsonis, the Deputy CEO of PPA S.A., who highlighted the completion of the EALING project by PPAS.A. in 2023, which involves the development of final technical, environmental, and financial studies for 5 ship electrification positions along the coasts of Poseidon, Agios Dionysios, Hetionia, and Perikleous, with a total capacity of 13.5 MVA. He also mentioned the CIPORT project, which focuses on the necessary studies for 4 cruise ship electrification positions along the Themistocles coast.

Piraeus Port Authority has set up a Decarbonization Roadmap until 2030 aligned with the goals of EU Green Deal and the Fit-for-55 package. Reducing Greenhouse Gas emissions by at least 55% by 2030 compared with 1990 levels is an ambitious goal for EU and we must all join forces to achieve it. We are committed to greening our own operations within their own remit and seeking ways to reduce our own emissions, while supporting vessels to their efforts towards decarbonization.

The following remarks were made by the Minister of Maritime Affairs and Insular Policy, Mr. Christos Stylianidis, who noted that Greece has regained its first place worldwide within the International Maritime Organization. He emphasized the specific and strict obligations for electrification of ports starting from 2030, which, as he said, compels us to “run” for the relevant infrastructure. He also highlighted that electrification will play a significant role both in the “green” transition and in the competitiveness of Greek ports at the European and global level.

The first round of speakers was concluded by the Secretary General for Private Investments of the Ministry of Development, Ms. Vasiliki (Vicky) Loizou, who mentioned that the role of the Port of Piraeus is significant in various sectors such as tourism, commerce, and foreign investments.
Today, the Transport Committee in the European Parliament adopted the own-initiative report building a comprehensive European Port Strategy. The European Sea Ports Organisation (ESPO) highly welcomes that the report embraces the comprehensive role of Europe’s ports and the vital role that ports play for Europe’s society and economy. Not only as the European Union’s gateways to the world, logistic nodes and industrial clusters, but also as hubs of energy and facilitators of military mobility, Europe’s ports are enablers of the European Union’s important transitions and ambitions.

To be able to play this role, constantly develop and remain competitive, including vis-à-vis ports outside Europe, European ports require large amounts of public and private investments. As such, ESPO highly appreciates that the report recognises these investment needs and underlines the importance of a more stable investment climate and predictability in investment assessments.

ESPO further welcomes the European Union to further harmonize the measures to strengthen the resilience and protection of Europe’s critical infrastructures, including ports. The forthcoming review of the Foreign Direct Investment Regulation must oblige all EU Member States to implement a foreign direct investment screening system and carry out screenings in a more harmonised manner. This not only fosters the necessary level playing field within Europe, but also contributes to more legal certainty for potential investors aiming to invest in European ports.

Isabelle Ryckbost, ESPO Secretary General: “We would like to congratulate the rapporteur and shadow rapporteurs for their work on this report. It gathers a lot of important messages which clearly explains the comprehensive and increasingly important and strategic role of ports. We also read a clear understanding for the challenges ports in Europe are facing and their needs when it comes to investments. We believe that taking stock of all the legislation that has been agreed upon over the last years and focusing on and supporting its implementation is the best strategy forward.”

Since 2017, ports in Europe have been working with many new (European) legislative initiatives. Ranging from the Port Services Regulation and the revised General Block Exemption Regulation, to the Foreign Direct Investment Regulation, the Distortive Foreign Subsidies Regulation, the Network and Information Security Directive, the Critical Entities Regulation and the relevant pillars of the Fit for 55 Package. It is now important to see that these rules are being adequately implemented, and properly assessed before launching reviews and taking additional measures.

PPA S.A. implements an integral environmental management plan and the regular exercises are carried out as part of a prevention framework aimed at the constant preparation and readiness of the Company to effective handling of similar incidents. It is worth noting that following each exercise, PPA S.A. prepares a dedicated assessment study, documenting any shortcomings and malfunctions, holds a meeting with all involved parties to brainstorm improvement proposals, and ultimately draws conclusive findings, in order to always maintain a high level of operational readiness.

The Chairman of PPA S.A.
