MHB Secures Landmark Offshore Wind Project to Build State-of-the-Art OSS HVDC Platform for TenneT’s 2GW Programme in the Netherlands
Malaysia Marine and Heavy Engineering Holdings Berhad (MHB) through its wholly owned and major subsidiary Malaysia Marine and Heavy Engineering Sdn Bhd (MMHE) is pleased to announce that it has secured a subcontract of the first offshore substation (OSS) high voltage direct current (HVDC) platform consisting of topside and jacket for the Ijmuiden ver Alpha Project from Petrofac International (UAE) LLC (“Petrofac”) (“the Subcontract”).
The Subcontract scope consists of construction engineering, fabrication, mechanical completion, load out and sea fastening, and architectural works on engineering, procurement and construction (EPC) basis.
Prior to the Subcontract, MMHE and Petrofac had entered into an early works agreement back in July 2023, in which MMHE has begun the preparatory works and deployment of key personnel for design and constructability support in line with Petrofac’s targeted delivery of the OSS for TenneT’s 2GW Programme in the Netherlands.
This OSS platform will comprise a topside, weighing approximately 30,000 tonnes (including equipment) and a jacket, weighing approximately 10,000 tonnes.
In addition, the parties will also collaborate towards the possibility of fabrication works for two (2) additional OSS units of similar size.

Note: MMHE West and MMHE East yards serve as MHB’s operational hubs, featuring world class facilities. These yards rank among the largest fabrication yards in Southeast Asia, boasting a vast area of 2,005,540 square metres and with an annual production capacity of 129,700 MT. The yards are strategically located in Pasir Gudang, Johor, Malaysia.
About TenneT’s 2GW Programme
TenneT is on course to achieve the 2030 offshore expansion target towards a low carbon future. Germany, the Netherlands, Denmark and Belgium have agreed to install at least 65 gigawatts of offshore wind energy together by 2030, announced with the inter-governmental Esbjerg Declaration. At 40 gigawatts, almost two-thirds of this are accounted for by TenneT, with 20 gigawatts each in the German and Dutch North Seas. Above this, in 2022, Energy Ministers from the members of the North Seas Energy Cooperation (NSEC) and the European Commission have announced a significant increase in their collective ambition in the deployment of offshore renewable energy until 2050.
The 2GW Programme sets a new pace for the European energy transition. It will provide Europe and its inhabitants with more green energy in a safe and cost-effective way – with the lowest possible environmental impact.
