{"id":257456,"date":"2025-04-27T11:22:10","date_gmt":"2025-04-27T08:22:10","guid":{"rendered":"https:\/\/maritimes.gr\/?p=257456"},"modified":"2025-04-27T11:22:10","modified_gmt":"2025-04-27T08:22:10","slug":"three-key-impacts-of-the-imos-new-fuel-intensity-target-on-sp-activity","status":"publish","type":"post","link":"https:\/\/maritimes.gr\/en\/three-key-impacts-of-the-imos-new-fuel-intensity-target-on-sp-activity\/","title":{"rendered":"Three Key Impacts of the IMO\u2019s New Fuel Intensity Target on S&#038;P Activity"},"content":{"rendered":"<p>Author: Oliver Kirkham, Senior Valuation Analyst<\/p>\n<p>The International Maritime Organization (IMO) recently hosted the 83rd meeting with the Marine Environmental Protection Committee (MEPC 83), resulting in a new fuel intensity target, which is set to come into force no later than March 2027.<\/p>\n<p>This new regulation is similar to the Fuel EU regulation enforced this year, but with global fleet coverage. The major effect of this new IMO GHG regulation will be to enforce a financial penalty for using cheaper, carbon intensive fuels like Heavy Fuel Oil (HFO), with the money collected from the scheme being fed back into the \u201cIMO Net-Zero Fund\u201d which will used to develop and support green shipping initiatives.<\/p>\n<p>The regulation should level the playing field for alternative fuels such as ammonia and methanol. Due to the significantly higher costs of building and operating alternative-fueled vessels, these vessels are at a significant economic disadvantage compared to conventional-fueled vessels, unless use of conventional fuel oils are financially penalized.<\/p>\n<p>Whilst it is difficult to provide precise predictions on future value movements, there are several general predictions that can be made in terms of the S&amp;P market:<\/p>\n<p><strong>1. Increased demand for dual fuel capable vessels<\/strong>.<\/p>\n<p>These vessels have more flexibility to react to future volatility in conventional and alternative fuel prices. Under the new IMO GHG regulation, owners of these vessels can also use their \u201cexcess compliance\u201d (gained from using low carbon fuels) to offset the deficit from use of cheaper fuels , which should further incentivize ownership of these vessels and offset their higher CAPEX and OPEX.<\/p>\n<p>2. <strong>Older vessels built before EEDI criteria potentially considered for early scrapping<\/strong>.<\/p>\n<p>Before EEDI was enforced in 2013, there were no efficiency criteria for newbuild vessels. Combined with the shipbuilding boom in late 2000s\/early 2010s, this has meant there are a large portion of low quality, poor efficiency vessels in the fleet that are aging to the 15YO+ age range.<\/p>\n<p><img decoding=\"async\" class=\"size-full wp-image-257457 aligncenter\" src=\"https:\/\/maritimes.gr\/wp-content\/uploads\/2025\/04\/veson_25042025-1.png\" alt=\"\" width=\"800\" height=\"401\" srcset=\"https:\/\/maritimes.gr\/wp-content\/uploads\/2025\/04\/veson_25042025-1-200x100.png 200w, https:\/\/maritimes.gr\/wp-content\/uploads\/2025\/04\/veson_25042025-1-300x150.png 300w, https:\/\/maritimes.gr\/wp-content\/uploads\/2025\/04\/veson_25042025-1-400x201.png 400w, https:\/\/maritimes.gr\/wp-content\/uploads\/2025\/04\/veson_25042025-1-600x301.png 600w, https:\/\/maritimes.gr\/wp-content\/uploads\/2025\/04\/veson_25042025-1-768x385.png 768w, https:\/\/maritimes.gr\/wp-content\/uploads\/2025\/04\/veson_25042025-1.png 800w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/p>\n<p>Now that there are financial penalties set to be enforced for excessive emissions, these vessels are set to become increasingly uneconomical, unless expensive retrofits are carried out.<\/p>\n<p>The use of biofuels is also an option for compliance with the new IMO GHG scheme, however the higher cost of this fuel will be compounded by the lower fuel efficiency of older vessels.<\/p>\n<p>3. <strong>Increased demand for newbuild vessels and increased S&amp;P demand (and higher premiums) for modern efficient vessels<\/strong>.<\/p>\n<p>The latest generation of vessels must be built to EEDI phase 3 criteria (from build year 2025 a 30% improvement in efficiency compared to 2009 baseline). From accelerating the shift toward dual-fuel and high-efficiency vessels to prompting early scrapping of older tonnage, the regulation stands to significantly influence both operational and investment strategies.
